The company was started in 1979 by Joanne Kostecky. Frederick Learey took over the company in 2014. The company has been the most highly awarded landscape company in eastern Pennsylvania for it''s unique and forward thinking approaches to landscape design and outdoor living spaces.

Frederick Learey is the owner of Garden Design Inc., a landscape design and construction company located in the Lehigh Valley of Pennsylvania. He has been recognized with highest honors by the American Society of landscape Architects, completed award winning projects in California and Pennsylvania, published in peer reviewed journals and taught college courses in environmental design. Mr. Learey worked as a design associate with Joanne Kostecky Garden Design when he returned to the Lehigh Valley in 2002. After a couple years, he moved on to expand his design skills and construction knowledge with two of the most highly regarded companies in the Philadelphia region. With Gale Nurseries Inc. he worked on exclusive projects involving formal landscapes in the character of the finest Philadelphia estate gardens. With Environmental Landscape Associates, Mr. Learey developed intensive outdoor living projects including full outdoor kitchens, outdoor bars, fireplaces and fire features, roof covered spaces with outdoor heaters, sound and video. Frederick brings that broad range of landscape knowledge, skills and experiences back to the Lehigh Valley with Garden Design Inc.
